Telecommunication Consultants (3 Positions)

1.         Telecommunications Administrator

The Telecommunications Administrator will plan, develop and supervise telecommunications services and equipment for all DeKalb County departments. The Administrator performs a variety of complex technical and administrative tasks related to planning, implementing and maintaining the County’s telecommunications system. The Administrator will provide supervision and technical direction to technicians ensuring the successful operation of telecommunications infrastructure. The Administrator is responsible for administration of County voice communications systems and provides tier 4 support to end users.


Telecommunications Engineer Competencies:

  1. Cisco Certified Network Professional Voice Certified
  2. Research, design, install, configure, and troubleshoot voice communications equipment, (analog, digital, Voice over Internet Protocol, modems, Private Branch Exchanges (PBX’s), voicemail)
  3. Maintain telecommunications administration tracking system
  4. Provide tier 4 level support and obtain necessary information from users to effectively analyze the request and recommend solutions, including systems, equipment, wiring, jacks, services, and features
  5. Review, test and evaluate new versions of communication hardware and software
  6. Evaluate and document existing hardware, software, protocol elements and procedures for possible improvement and authorize or recommend new or revised elements or procedures as necessary
  7. Serve as a technical resource on a wide range of voice and data communications questions and problems, and perform other duties as needed or required to maintain effective and efficient communications networks
  8. Maintains call accounting records and systems and audits telephone bills for accuracy
  9. Research, design, test & certify vendor's voice products and technologies prior to their deployment in County’s evolving Avaya PBX and communications manager converged voice data network
  10. Configure, test, and update firmware and patches on various PBX systems, servers, and Internet Protocol (IP) phones (Avaya S87xx, S85xx and S8800 Servers Avaya G250, G350, G430, G450 and G650 Gateways Avaya 46xx, 96xx and H.323 and SIP soft phones)

 2.        Telecommunications Engineer

The Telecommunications Engineer is responsible for planning, maintenance, support and optimizing of all telephone systems and services, voicemail and PBX communication systems. The Engineer manages and administers the entire telecommunications infrastructure, assisting with long range design plans, serving as a technical resource in recommending telecommunication solutions, engaging and directing the service of outside vendors, performing research and analyses, preparing and reviewing vendor bids, and making recommendations regarding telecommunication needs and products.

Telecommunications Engineer Competencies:

  1. Maintains extensive records on all telephone system lines and circuits
  2. Places service orders with vendors for various telephone service equipment
  3. Troubleshoots and resolves telecommunications software problems
  4. Maintains call accounting records and systems and audits telephone bills for accuracy
  5. Administers and monitors call centers via county networked call management system
  6. Schedule and maintain routine data backup
  7. Responsible for ensuring the proactive management of voice applications to provide utmost availability, performance and efficiency
  8. Manage PBX station moves, adds, changes, Automatic Call Distribution (ACD)/Agent Administration (Logins, Vectors, VDN s, etc), and Interactive Voice Response (IVR )configurations
  9. Program and administer voice communications servers, PBX’s, and voicemail systems 
  10. Coordinate migration of telecommunications hardware and software from development to production 
  11. Designs and develops specifications for current and future County telecommunications installations and systems
  12. Establishes design criteria and document design based on project scope and customer requirements
  13. Perform routine analysis on trunks and telecommunications equipment and make suggestions based on County's telecommunications requirements

3.         Telecommunications Technician

The Telecommunications Technician will install, maintain and repair telephone communication system for all DeKalb County locations.


Telecommunications Technician Competencies:

  1. Performs daily installation and maintenance of digital, hybrid, analog and electronic key equipment; lays and/or installs cables, wires, cross connections and inlet jacks associated with PBX modules to point of voice terminals
  2. Runs associated wiring for new installation of telephone company trunks and lines from point of D-mark to proper circuit pack of switching system
  3. Monitors and tests telephone company trunks and lines in order to determine location of malfunction
  4. Relocates existing telephone instruments and associated equipment
  5. Performs troubleshooting using maintenance software of PBX systems
  6. Instructs users on station features at time of installation
  7. Performs bench tests, cleans, and repairs analog and key telephone sets; customizes telephone sets for specialized needs, such as data connections, dictaphone, elevator phones, and other unique assemblies
  8. Monitors inventory and replenishes supplies
  9. Sends off equipment for necessary repairs
  10. Confers with vendors of telephone equipment to coordinated installations and isolate troubles
