The Business Analyst will assist with the technical support of technology applications and processes to fulfill the business needs of user departments and the County. The Analyst creates accurate business requirements and specifications for project implementations and applications as required including working with department personnel to identify, analyze, and implement technology solutions. The
Analyst develops business cases and coordinates with the IT Governance Committee for approval to move requests and/or initiatives to project status.
Business Analyst Competencies:
- Knowledge of moderate to advanced conceptual knowledge of n-tier, distributed, client server, and web-based information technology systems; relational databases, and communications and networking technologies
- Knowledge of information technology hardware including PCs, servers and peripherals.
- Knowledge of software implementation best management practices and procedures; and proficient in software development life cycles
- Knowledge of project administration and personnel management
- Knowledge of accounting principles, practices, methods and practical equations
- Knowledge of budgetary principles and practices; and sound budget tracking strategies for software projects
- Knowledge of business process analysis, software research and analysis, and budget requirements analysis in development of Requests for Proposals, Information and Quotes (RFP, RFQ, RFI)
- Ability to integrate solutions across multiple functional and technical environments
The Project Manager will provide project management support ranging from requirements definition, Statement of Work generation, implementation, deployment and transition to post implementation client support teams. The Project Manager actively participates in the development and implementation of business solutions with internal stakeholders and functional teams.
Project Manager Competencies:
- Proficient and certified in formal project management
- Experience in soliciting business requirements in conjunction with business analysts, client services, technology specialists and other functional groups
- Expertise in developing project plans, project charters, communications plans, quality management plans, risk plans, contingency plans, lessons’ learned post implementation reviews and other associated documentation
- Demonstrates an in-depth understanding of project based estimating techniques, resource planning and allocation methods, activity based estimating, budget and cost estimating, Work Breakdown Structure(WBS) development and scope management
- Responsible for adhering to change management procedures incorporating a formalized change control process ensuring that changes to project scope, deliverables, timelines and resources are formally defined, documented and approved
The Project Lead/Coordinator will work with project managers and Project Management Office to coordinate activities and resources in support of technical projects that impact multiple departments, systems, or work-flows with moderate to high risk and complexity.
Project Lead/Coordinator Competencies:
- Ensure on time delivery of projects within the approved budget and meeting the desired specification and quality
- Proficient in project scheduling, estimation, and oversight
- Ensure compliance to guidelines, controls, policies, and procedures
- Proficient in formal project management
- Perform gap analysis to identify areas for improvements
- Collaborates and communicates with other project managers and leaders to coordinate cross-divisional project initiatives and activities
- Coordinates QA software testing processes as required
- Diagnoses project issues eliminating obstacles that jeopardize the completion of projects on time and within budget.
The Quality Assurance Analyst will evaluate and test new or modified software programs and software development procedures used to verify that programs function according to user requirements and conform to establishment guidelines. The Analyst reviews new or modified program(s), including documentation, diagram, and flow chart, to determine if program will perform according to user request and conform to guidelines. The Analyst recommends program improvements or corrections to programmers.
Quality Assurance Analyst Competencies:
- Review/update software requirement documentation and work with the business analysts and programmers to remove ambiguity, conflicting requirements and bugs in the requirement documentation
- Prepare test plans, and ensure internal teams are well versed in the testing approach for the project
- Create test scripts, perform testing at various stages of the software development life cycle, and log and track defects and/or issues
- Lead testing initiatives with representatives from across business departments and divisions
- Contribute to standards and best practices related to software development methodology
- Create technical documents and communicate processes to internal teams
The Document Specialist will provide process and procedure development; content review and assessment; organization of content for clarity and consistency; and standardization within and among documents for new and existing applications. Responsibilities also include creation of user guides and documentation specific to the migration project. The Specialist will carry out technical level interaction with Development/Document and interact with County personnel to resolve technical/documentation related issues and escalation of technical dependencies and issues.
Documentation Specialists Competencies:
- Proficient in Visio/Microsoft Office Suite
- In depth experience in technical writing and documentation (e.g. User Guides, Operations and Procedures, On-line Help Development, Standards Development, etc.)
- Experience in training and courseware development
