The Network Engineer will support data communications local and wide area networks and servers. Researches, designs, implements, configures, tests, supports, and monitors local area network (LAN), wide area network (WAN), Internet, and other data communications systems and segments. The Network Engineer shall be responsible for researching and recommending the purchase of hardware and software (including maintenance) for computer network equipment. The Consultant shall provide Tier 3 level support.
Network Engineer Competencies:
- Designs, implements, and tests wireless, local area network (LAN), wide area network (WAN), Internet, and other data communications systems and segments
- Installs, configures, and supports layer 2 and 3 network equipment
- Coordinates network maintenance activities with county users, external network managers, and other technical service personnel
- Monitors and performs routine analysis and optimization on the network to ensure functionality, traffic volume, and rates of transmission and coordinate proactive maintenances on equipment as needed in the event a fault is detected
- Performs network hardware/software troubleshooting, and security auditing
- Oversees design, security, installation, maintenance of the County's network facilities including Primary Rate Interfaces (PRI's), T1's, Digital Subscriber Line (DSL), Digital Signal 3 (DS3), and frame relay circuits
- Understands the technical aspects and network impacts of various communications services including LAN, WAN, Domain Name System (DNS), Simple Mail Transfer Protocol (SMTP), Dynamic Host Configuration Protocol (DHCP), HyperText Transfer Protocol (HTTP), File Transfer Protocol (FTP), Structured Query Language (SQL), and other current communications technologies and protocols
- Documents and diagrams equipment, data circuits, and overall network structure and layout. Develops implementation and installation proposals for new LAN/ WAN environments
- Experience installing and maintaining internal / external Virtual Private Network (VPN) topologies (Client, Tunnel, etc), firewalls (Cisco Private Internet eXchange (PIX) / Nokia / Checkpoint), network switches (layer 2 & 3) and routers.
- Experience using network management and performance tools i.e. Solarwinds, Cisco Works, and Sniffer
- Strong knowledge of routing protocols (Enhanced Interior Gateway Routing Protocol (EIGRP), Border Gateway Protocol (BGP), Open Shortest Path First (OSPF).
- Knowledge of wireless infrastructure (Nortel, Aruba Wireless, Encryption, etc).
- Cisco Certified Network Associate (CCNA), Cisco Certified Network Professional (CCNP), or Cisco-Certified Design Professional (CCDP) Certification
The Security Specialist will have experience in deploying and debugging web security infrastructure technologies. The Specialist will also review, test and integrate application security tools. Functions of the position will include defining infrastructure, application architecture and integration with existing applications
and/or systems and documenting the project architecture. The Specialist will review and approve security for system and application software and implement and enforce the County’s security policies.
Security Specialists Competencies:
- Deploying and debugging web security infrastructure technologies including Load Balancers, Firewalls, HTTP Proxy Servers, Web browsers, understanding of internet protocols including TCP/IP, HTTP, SSL, DNS and internet DMZ’s
- Developing and managing the Electronic Data Processing (EDP) security program maintaining Internet firewall and physical security. Performing security tests and evaluations
- Experience in Windows and Unix environment
- Experience with developing, maintaining and analyzing adequate audit trails and logs that demonstrate the effective security of systems and networks and that ensure adequate information is available to facilitate investigation of security related incidents
- In-depth background and understanding of LANs/WANs, Internet technology, and network protocols (especially TCP/IP)
- Thorough knowledge of Open Systems Interconnection (OSI) model, network architecture, Virtual Local Area Networks (VLANs), Operating System( OS) security firewalls, routers, Public Key Infrastructure (PKI), Secure Socket Layer (SSL)/ Transport Level Security (TLS), File Transfer Protocol(FTP), etc
The Security Administrator will Configure, support and evaluate security tools, Review architectural designs and evaluate compliance to applicable security standards, conduct security audits and provide recommendations to mitigate risks. The Administrator shall design solutions, configure or support firewalls, content engines, and intruder detection or prevention systems, configure and support anti¬virus software.
Security Administrator Competencies:
- Knowledge of security architecture, security policies, procedures, and best practices
- Knowledge of Directory Services (LDAP, Active Directory (AD)) and Internet/Intranet architecture and design
- Ability to conduct network security assessments and audits against policies, procedures, and best practices
- Demonstrate knowledge of all equipment and systems/technology necessary to complete duties and responsibilities
- Knowledge and application of security standards and policy
- Knowledge of disaster recovery and business continuity practices
- Knowledge of operating systems and enterprise patch management
- Expert firewall, Intrusion Detection System/ Intrusion Prevention System (IDS/IPS), and protection & content filtering knowledge
- Knowledge of Health Insurance Portability and Accountability Act (HIPPA) / Peripheral Component Interconnect (PCI) Compliance Regulations
- Perform vulnerability scans and make recommendations on corrective actions.
